In 1909 nonresident males over 16 years old required a hook and
line fishing license ($1.00). State residents did not require
a fishing license until 1933 when anyone over 18 years was required
to have one. Some licenses have a greater value than others.
Doctors require years of study before they complete board exams
to obtain a license to practice medicine. All states require
a drivers test to obtain a drivers license. When it comes to
fishing anyone meeting the age requirement can purchase a license.
There is no test to see if you know how to fish. The same is
true with hunting. Most states have mandatory hunter's safety
program but there is no test to see if you know how to shoot
